Mr. McGowan served in the Senior Executive Service for the Transportation Security Administration (TSA) and was with the agency from inception until he retired as the Assistant Administrator for the Office of Security Operations, where he was responsible for approximately 53,000 employees, daily federal operational security for approximately 450 commercial airports.  Within his organization he was responsible for Regulatory Compliance, Security Officer training, international inspections, all screening activities at the nation’s airports, and   a budget in excess of $4 Billion.  Mr. McGowan served in a variety of roles both at headquarters and in the field, to include Federal Security Director at a Cat 1 airport and Deputy Federal Security Director at a Cat X airport.  During his tenure at TSA, Mr. McGowan won multiple awards to include the TSA Leadership Award.

After departing TSA, Mr. McGowan has served in a variety of consulting roles for different Washington, DC based companies, working on domestic and international aviation projects, to include airports.  Mr. McGowan is a Strategic Advisor for the Government Technology Services Coalition and serves on PARAS panels for National Safe Skies.  Mr. McGowan has represented numerous clients to include large integrators, small technology companies, and multiple others in their efforts to win US Government contracts or represent them before Government agencies.  Mr. McGowan currently serves as a Client Advisor for Partner Forces, LLC, which serves multiple agencies within the Department of Homeland Security and beyond.
